Learning How States are Designing Land Use Reforms to Expand Housing Supply

State governments across the country are utilizing a variety of tools that either require or encourage local governments to build more housing. 

The NYU Furman Center will be publishing three new policy briefs covering areas where state legislators have been particularly active in the last few years based on finding from our Land Use Reform Tracker, a resource designed to provide a deeper understanding of how the land use policy landscape is changing nationally. The briefs will cover: 

  • Builders’ Remedies: States establishing a path that allows developers to bypass some local land use procedures and regulations for certain projects—typically those containing affordable housing—when a municipality fails to meet state-mandated housing targets.
  • Procedural Reforms: States requiring an objective decision-making process for local governments regulating housing, implementing “shot-clocks” for those decisions, or changing standards of judicial review, among others. 
  • Planning Requirements: State-mandates for localities to draft plans and reform land use to meet housing production targets.

To help inform policymakers, researchers, and housing advocates, the NYU Furman Center will host a webinar at 2:30 PM ET on Wednesday, October 14 to present our findings and analysis from our upcoming policy briefs.

The presentation will be followed by a panel discussion with policy experts who will examine lessons learned from states that have implemented these changes, including California, Massachusetts, New Jersey, and Washington.
